DeAnn Carr, LCSW, CCEP

DeAnn Carr, LCSW, CCEP, is a Licensed Clinical Social Worker and Certified Compliance and Ethics Professional with over twenty-seven years’ experience in the behavioral health field.

Ms. Carr currently serves as the Director of Utilization Review for a new 72 bed Psychiatric Hospital in Vancouver, WA. During the previous six years, Ms. Carr functioned as the Health Services Deputy Director for Deschutes County Health Services. She was responsible for the Behavioral Health Division which served as the Community Mental Health Program (CMHP) for the county. She worked to transform a comprehensive service array that included mobile crisis services, jail diversion, treatment courts, outpatient services, Assertive Community Treatment, Wraparound Children’s services, First Episode Psychosis programing, and Primary Care integration.

Ms. Carr has over 10 years of experience with a Mental Health Medicaid Managed Care Organization providing coordination and oversight of the Quality Management program. Responsibilities included credentialing of Community Mental Health Programs, Performance Improvement Projects, clinical competency trainings, providing consultation for clinical compliance, coding, and data integrity, network and liaison work with State and other system partners, and Patient Centered Primary Care Home strategic planning. Additionally, Ms. Carr co-created an Intensive Community-based Treatment and Support Services (ICTS) system.

Prior to GOBHI, Ms. Carr served as the Clinical Director for a Children’s Psychiatric Day Treatment Program, Program Manager for a Child and Family mental health team, as well as delivering direct clinical services for a rural mental health center.
