Cynthia has over twenty years combined experience in program and project management, hospital, provider and government relations, wellness services, staff supervision, and marketing in the corporate, non-profit and government sectors. Her background includes directing teams, facilitating negotiations, managing major events, and fostering team advancement. Before joining C-Who she was the Administrator of the Office of Healthcare Policy Initiatives for the State of Idaho, Department of Health and Welfare. In this role Cynthia administered an Idaho statewide initiative, the Statewide Healthcare Innovation Plan (SHIP) dedicated to improving Idahoans’ health by strengthening primary and preventive care through the Patient Centered Medical Home (PCMH). Additionally, she worked with health care providers and payers to support moving from a fee-for-service, volume-based payment system to a value-based payment system that rewards improved health outcomes.
Prior to her work with the SHIP she directed key stakeholders including the Idaho Hospital and Medical Associations, Idaho Association of Counties and the Catastrophic Health Care Cost Program to assess opportunities to improve efficiency, effectiveness, and reduce cost to Idaho’s County and State Indigent program. Cynthia’s work in healthcare also includes eight years with The Health Trust in San Jose California where she administered the design and implementation of a public and corporate wellness and influenza program that provided revenue for wellness programs to an underserved population. Additionally, she led a project team in the creation and realization of an education and referral model that connected professionals, students and the community in the successful delivery of a health risk assessment program.
In her spare time, Cynthia is a board member with Faith and Humanities Medical Mission and has twice traveled with a team of committed healthcare volunteers to provide primary care clinics in the rural mountains of Honduras.
